Both applicants must present valid identification, and both must be 18. Oregon does not require a medical exam or blood test. Oregon also does not allow marriage between first cousins or nearer kin. A license may be issued the day after a final divorce date. The parties identify their legal names after the ceremony, and ordained officiants do not register with Oregon or Clatsop County before performing the ceremony.

OHA certificate fees use a different schedule. Online VitalChek orders for a marriage certificate list a $25 first certificate or search, a $7 expedite charge, and a $15.50 vendor, security, and identity fee before optional or default UPS delivery. Mail orders list $25 for the initial search and first certificate, plus $25 for each additional certificate. If the event date is unknown, $25 covers a five-year search, and extra years are $1 each unless the record is older than 50 years.
